Since January 2, 2003 the Ombudsman institution has begin its work. Ombudsman function purpose is the protection of consumers.
The complaints procedure is established in Rules and Statute on Ombudsman of the Association of commercial banks of Latvia, authorized by the decision of the Council of Association of commercial banks of Latvia No. 71/1 dated 27.11.2002.
The Ombudsman is situated under Association of commercial banks of Latvia, an address: 9/11 Perses, Riga, Latvia, Phone: +371 7284528, Fax: +371 7828170, E-mail: office@bankasoc.lv. This institution administers complaints considering non-cash transfers and transactions with help of electronic payments, which value is not more than 50 thousand EUR or equivalent. Before appliement to the Ombudsman, which decision will bear recommendatory character, the customer should try to resolve disagreements in his or her bank.
Ombudsman function purpose is effective considering of mentioned disagreements between a customer and a bank during 2 or 6 months, it is not possible to perform it at more short term by objective reason. Complaints to Ombudsman can be addressed by physical or legal persons. For complaints procedure they should deposit amount of security at a rate of 15 LVL, which will be returned after settlement of grievances.
This out-of-court institution is established in concert with recomendations and praxy of European Union.
